The OBRA Waiver provides services to adults with developmental disabilities who are Medicaid eligible.  The primary purpose of the waiver is to prevent inappropriate and unnecessary institutionalization by providing home and community-based services as a cost-effective alternative to institutional care.  OBRA Waiver services enable participants to:

•    Live in the most integrated community setting appropriate to their individual service requirements and needs.
•    Exercise meaningful choices.
•    Obtain the quality services necessary to live independently.

Once we get your Agency licensed, what's next? In order for your Agency to participate with the Department of Human Services they must first enroll in Pa's Promise. KFK Law Office files your Agency's Base Provider Enrollment Application along with providing the applicable addenda documents, including:

  • Obtaining your Agency's National Provider Identifier (NPI) Number,
  • Properly identifying your Agency taxonomy(s) codes,
  • Properly enroll your Agency in the Electronic Funds Transfer Direct Deposit plan, and
  • Properly enrolling your Agency in a Waiver Program.

Pa's HCBS Waiver program permits a State to furnish an array of home and community-based services that assist Medicaid beneficiaries to live in the community and avoid institutionalization.
